How to Identify High-Impact AI Use Cases (Without Falling for the Hype)

The average enterprise technology organization in 2025 has more AI use case ideas than it can possibly pursue. They arrive from every direction: business unit leaders inspired by a conference keynote, vendors proposing solutions to problems the organization didn't know it had, technology teams excited about new capabilities, board members asking why the company isn't doing what they read about in the business press.

Managing this backlog of AI ideas is itself a significant leadership challenge. And the cost of getting it wrong—investing in use cases that don't deliver, or ignoring use cases that would—is substantial.

This article provides a practical framework for AI use case prioritization: a structured way to identify which ideas are worth pursuing now, which require prerequisite investments before they can succeed, and which should be parked or abandoned. The framework is built around three dimensions: value density, feasibility, and execution readiness.

This is the first article in Module 2 of The CIO's AI Playbook. It builds on the foundational framing of Module 1—enterprise AI as decision infrastructure—to address a concrete and urgent operational question: given everything AI could theoretically do, what should your organization actually focus on?


The Use Case Prioritization Problem

The naive approach to AI use case selection is opportunity-driven: pick the use cases that sound most exciting, find vendors who claim to address them, run pilots, and see what happens. This approach has produced an enormous number of AI pilots and a far smaller number of AI deployments with sustained business value.

The problem is not that the use cases were wrong. It is that opportunity-driven selection ignores the variables that actually determine whether a use case will succeed: the organization's current data readiness for that specific use case, the complexity of integrating AI into the relevant workflow, the organizational capability to sustain and improve the AI system, and the governance requirements that must be met.

A more disciplined approach treats use case selection as a portfolio management problem: evaluate each candidate against consistent criteria, understand the distribution of the portfolio across risk/return profiles, and make explicit choices about which use cases to pursue and in what sequence.

:::callout type="warning" The "exciting use case" trap: The use cases that generate the most enthusiasm in leadership discussions are often the most technically complex, data-demanding, and organizationally disruptive. They also tend to be the use cases where the gap between vendor demo and production performance is largest. A prioritization framework that is not resistant to excitement bias will systematically overweight high-risk, low-readiness use cases. :::


The Three Dimensions of Use Case Evaluation

Dimension 1: Value Density

Value density is the ratio of potential business impact to implementation complexity. High-value-density use cases deliver significant impact without requiring extraordinary effort to implement.

Value density is not the same as raw value. A use case with enormous theoretical value but extraordinary implementation complexity has low value density. A use case with modest theoretical value but very low implementation complexity has high value density—and is often a better early investment because it delivers faster returns, builds organizational capability, and generates the data needed to evaluate more complex use cases.

Assessing potential business impact requires asking:

  • Which decision does this use case affect, and how often is that decision made? Decisions made thousands of times per day (fraud screening, product recommendations, customer support routing) are higher-value targets for AI than decisions made weekly or monthly, because the volume multiplier amplifies the per-decision improvement.

  • What is the cost of a poor decision today? In some domains, poor decisions are expensive: missed fraud detection, incorrect clinical diagnoses, suboptimal procurement pricing. In others, they are merely inconvenient. AI improves decisions—but the business value of that improvement is proportionate to the cost of the decision being made poorly today.

  • Is the value attributable and measurable? Business leaders and finance teams rightfully ask whether AI improvements translate to the bottom line. Use cases with clear, measurable value linkages—customer churn reduced by X%, support ticket resolution time reduced by Y minutes—are easier to fund and sustain than use cases with diffuse, hard-to-attribute value.

Assessing implementation complexity requires asking:

  • How many systems does this use case touch? Use cases that require integrating data from many sources or embedding AI into multiple workflow steps are more complex to implement and maintain.

  • How much custom development does it require? Use cases that can be addressed with existing platform capabilities (Microsoft Copilot for productivity, ServiceNow AI for ITSM) have lower implementation complexity than those requiring custom model development and orchestration.

  • How much change management does it require? Use cases that require users to significantly change how they work are more complex to deliver value from than use cases that enhance existing workflows without disrupting them.

Dimension 2: Feasibility

Feasibility assesses whether the organization has what it needs to build and run this AI use case at production quality. The three most important feasibility dimensions are data readiness, technical complexity, and integration requirements.

Data readiness is typically the binding constraint. The right questions are:

  • Is the data that this AI system needs accessible—not just somewhere in the organization, but available to the AI system at the point of inference?
  • Is the data sufficiently complete and accurate for the AI to generate reliable outputs?
  • Has the data been properly governed—for privacy, compliance, and access control—in a way that permits its use in this AI application?
  • Is there sufficient historical data to train, fine-tune, or evaluate the model if the use case requires it?

A common pattern: leadership identifies a high-value AI use case, data teams assess the underlying data, and discover that the relevant data is distributed across three systems with inconsistent schemas, partially incomplete, and subject to data residency constraints that weren't considered in the initial proposal. This is not unusual—it is the norm. The assessment reveals the investment required before the AI use case can be viable. :::

Technical complexity assesses whether the AI task itself is within the current capability of available AI models and architectures. Not all valuable business problems are AI-solvable with current technology. The key question is not "Could AI theoretically do this?" but "Can available AI systems do this reliably enough for production use at our scale?"

Integration requirements assess how difficult it will be to embed the AI capability into the workflows where it needs to operate. The more tightly integrated an AI use case needs to be—reading from and writing to multiple enterprise systems in real-time—the more complex the integration and the more dependencies that must be managed.

Dimension 3: Execution Readiness

Execution readiness assesses whether the organization has the human and organizational capability to successfully deliver and sustain this AI initiative. This dimension is the most frequently underweighted in use case evaluation—and it is the one that most often determines whether a technically feasible, high-value-density use case actually delivers.

Organizational capability encompasses: Does the organization have the AI engineering, data engineering, and MLOps talent required? Does it have product management capability with AI literacy? Does it have the vendor management capability to work effectively with AI vendors and platforms?

Change management requirements assess how much the use case will disrupt existing workflows and how much resistance is likely. AI use cases that affect how people do their jobs—not just providing them with better information, but changing their workflow—require active change management investment. Use cases without it tend to fail at the adoption stage even when the AI itself performs well.

Governance readiness asks whether the policies, controls, and monitoring infrastructure required to govern this AI use case are in place, or whether they need to be built as part of the initiative. Building governance in parallel with building the AI system is feasible—but it adds time and cost, and it requires the right expertise. Attempting to operate AI without governance in regulated environments is not a risk worth taking.


The Use Case Prioritization Matrix

Combining the three dimensions produces a prioritization matrix:

The matrix is a decision-support tool, not a decision-making machine. Its value is in making trade-offs explicit and forcing structured discussion about the assumptions behind each assessment.


Applying the Framework: A Worked Example

To illustrate how the framework operates in practice, consider a common enterprise AI scenario: a large financial services organization evaluating four AI use cases proposed by business units.

Use Case A: AI-Powered Customer Support Routing Route incoming customer inquiries to the appropriate support channel and specialist using AI classification.

  • Value density: High — millions of routing decisions annually, significant cost of misrouting (customer dissatisfaction, specialist inefficiency), clear measurable outcome
  • Feasibility: High — inquiry text data is accessible and of reasonable quality, classification is a well-solved AI problem, integration with existing contact center platform is straightforward
  • Execution readiness: High — contact center team is motivated, governance requirements are manageable
  • Recommendation: Pursue Now

Use Case B: AI-Driven Credit Risk Assessment Enhancement Supplement traditional credit scoring models with AI analysis of alternative data signals (transaction patterns, behavioral data).

  • Value density: Very High — credit decisions have major financial implications, AI can improve accuracy significantly
  • Feasibility: Medium — requires integrating data from multiple systems with varying quality; regulatory requirements for model explainability are demanding
  • Execution readiness: Low — requires specialized AI risk modeling talent not currently in-house, regulatory approval process is not yet scoped
  • Recommendation: Build Toward — begin talent acquisition and regulatory engagement now; execute when ready

Use Case C: Real-Time Fraud Detection Enhancement Upgrade existing rule-based fraud detection with an AI model that adapts to evolving fraud patterns.

  • Value density: Very High — direct financial loss prevention, measurable and immediate
  • Feasibility: Medium — transaction data is available and high-quality; model requires careful calibration to avoid false positive rates that create customer friction
  • Execution readiness: Medium — fraud team has appetite and some ML capability; governance framework needs development
  • Recommendation: Fix the Foundation — invest in governance framework and model calibration infrastructure before deploying in production

Use Case D: AI-Generated Investment Research Summaries Use LLM to summarize research reports and external news for portfolio managers.

  • Value density: Medium — time savings for portfolio managers, but decisions are complex and heavily human-judgment-dependent
  • Feasibility: High — document summarization is well within current LLM capability; data accessibility is straightforward
  • Execution readiness: High — portfolio managers have expressed interest; compliance review of outputs is manageable
  • Recommendation: Quick Win — pursue as organizational learning opportunity with modest investment

Structuring the Use Case Discovery Process

Many organizations discover they need a more systematic approach to generating the use case backlog before they can prioritize it. A structured discovery process typically involves three activities:

Decision mapping: Identify the decisions that drive organizational performance in each function—sales, operations, finance, HR, customer service—and map them for AI suitability. The questions to ask for each decision: How often is it made? What data does it require? What is the cost of making it poorly? Could AI improve its speed, consistency, or accuracy?

Pain point harvesting: Work with business unit leaders to identify where their teams spend disproportionate time on repetitive, data-intensive tasks that produce inconsistent results. These pain points often correspond to high-value AI use cases because they represent decisions or tasks that are volume-driven and where consistency matters.

Competitive and peer benchmarking: Understand where industry peers and competitors are deploying AI. This serves two purposes: it identifies use cases that are proven at scale (lower feasibility risk) and it flags capabilities where competitive parity may be at stake.

Common Use Case Patterns Worth Evaluating

While every organization's context differs, several AI use case patterns consistently demonstrate high value density across industries:

Knowledge synthesis and retrieval: AI that helps employees find, synthesize, and apply organizational knowledge—from product documentation to contract history to regulatory guidance. This pattern is high-feasibility for organizations with reasonable document management maturity, and value density is high because knowledge retrieval bottlenecks are nearly universal.

First-line triage and routing: AI that classifies, routes, and initially responds to high-volume inbound requests—customer inquiries, IT support tickets, procurement requests, HR questions. Classification and routing are well within current AI capability, data requirements are manageable, and the volume multiplier makes even modest per-decision improvements significant.

Document review acceleration: AI that reviews contracts, reports, compliance documents, or applications for key information, flags issues, and extracts structured data. Legal, procurement, and compliance teams are consistent early adopters because the time savings are clear and the governance requirements, while real, are manageable.

Predictive maintenance and anomaly detection: AI that predicts equipment failures or flags operational anomalies before they cause disruption. Time-series data requirements are usually well-met in industrial and IT infrastructure contexts, and the value linkage to downtime prevention is direct and measurable.

Code and content assistance: AI that helps developers write and review code, or helps content teams draft and edit communications. These use cases benefit from embedded delivery (Copilot in VS Code, GitHub Copilot) that reduces adoption friction and from the fact that the AI operates as an assistant rather than an autonomous actor—reducing governance complexity.


What Not to Do: Common Use Case Mistakes

Don't start with the technology. "We have access to GPT-4o—what should we do with it?" is a less productive framing than "Which of our decisions would benefit most from AI improvement?" Technology-first selection tends to produce use cases that are demonstrations of capability rather than solutions to real problems.

Don't ignore the data question. Enthusiasm for a use case often outpaces realistic assessment of data readiness. Before committing to a use case, require a concrete data readiness assessment—not "we have the data somewhere" but "the data is accessible, assessed, and ready for AI use."

Don't underweight change management. The most technically capable AI systems fail at the adoption stage regularly. Change management is not a soft concern—it is a hard determinant of whether AI generates business value. Budget for it explicitly.

Don't build a portfolio of similar use cases. Organizational learning from AI comes from diverse experience: different data types, different workflow integration patterns, different governance requirements. A portfolio of AI use cases that are all variations on the same theme produces limited organizational learning.

Don't skip the "production from day one" question. For every use case, ask before the pilot begins: What would it take to run this in production? What data quality, integration, governance, and operational requirements would need to be met? Use cases that have no credible production path are learning experiments, not investment priorities.
