Cilium vs Istio

Cilium and Istio are both evaluated in the CIOPages Service Mesh Buyer's Guide. The guide groups Cilium under eBPF / Sidecarless and Istio under Broadest Features.

Cilium

A networking platform first and a mesh second — and adopting it as your mesh usually means adopting it as your CNI: a CNCF graduated, eBPF-based CNI that extends into service mesh without per-pod sidecars, running L3 and L4 connectivity, load balancing, and policy in the Linux kernel with a single shared per-node Envoy for L7, so unifying CNI and mesh removes a proxy hop and the per-pod overhead, while Hubble gives deep eBPF-powered flow visibility and a service map, backed by Cisco following the Isovalent acquisition. Some traditional L7 mesh features are less complete than in Envoy-sidecar meshes, and its mutual-authentication path has carried beta status and single-cluster scope, so verify against the version you target. That CNI commitment is larger than dropping a mesh onto an existing cluster.

Istio

The most feature-complete mesh, and ambient mode is the answer to its own reputation: a CNCF graduated project with genuinely vendor-neutral governance across Google, IBM, Microsoft, Red Hat, Solo.io, and Tetrate, built on the Envoy data plane, where ambient mode — GA since late 2024 — replaces the sidecar tax with a shared per-node Rust ztunnel for L4 mTLS and optional per-namespace Envoy waypoints adding L7 only where needed, enabling incremental adoption from zero mesh to secure overlay to full L7. Sidecar Istio is the category’s reference example of operational weight, with a control plane, CRDs, gateways, and a per-pod proxy lifecycle to manage. Ambient narrows that gap, but its multi-cluster, VM, and sidecar-interop paths matured after the core GA, so verify the status of what you need, and upstream support windows are short enough that serious users typically buy a commercial distribution.
