Energy and Utilities Business Architecture Toolkit: AI Transformation Blueprint
Energy and utility architecture toolkit for AI in three segments: 25 value streams, a 154-entity data model, 70 agent specs, 92 use cases and 61 controls.
What this blueprint is for
A blueprint is the business architecture of one function, one industry or the whole enterprise with AI designed in: its capabilities, value streams, data, agents, use cases, controls, operating model and roadmap, all in one model with shared IDs.
Teams use it to decide where AI goes, under what oversight and in what order, and to brief the executives who fund it.
About This Blueprint
This energy and utilities business architecture toolkit gives CIOs, architects and transformation leads at oil and gas companies, power generators and utilities a single plan for AI that reaches plants, wells, pipelines, networks, trading desks and customer accounts at once. It sets out the work as capabilities, 25 value streams shown today and AI-native, and a data model of 154 entities, then adds 70 agent specification starters, 92 use cases, 61 controls, an operating model and a three-wave roadmap. Oil and gas, power and network items are tagged, so a leadership team can plan the shared work and its own segments together.
Why It Matters
Once AI work is funded, a technology organization in energy has a coordination problem. An agent that drafts permits to work needs job packages, isolations and live overrides, touches the permit stream, and needs a named approver and a control; a meter data validation agent touches estimated reads, bills and the customer record; a restoration estimate assistant touches the supply interruption stream and the control room. Built one project at a time, each gets its own data feed, its own guardrails and its own idea of who signs off.
In the toolkit those projects share one frame. Each value stream stage names the capabilities and data it uses and the human checkpoint that stays, each agent states its permissions and escalation path, and each control ties a risk tier to the evidence an owner keeps. A CIO can then sequence projects by shared data and shared controls, and build work management, permits to work, metering and planned outages once for every site and network rather than once per business unit.
About the Energy and Utilities Business Architecture Toolkit
Inside the toolkit is the full capability model edition and the architecture built on it. Its 25 value streams run from trigger to result. Eleven are shared: investment idea to commissioned asset, asset condition signal to completed repair, planned outage to returned asset, work request to closed work order, permit request to closed permit to work, process safety event to closed action, emissions signal to repaired source, trade idea to settled trade, nomination to scheduled flow, meter read to paid bill, and end of life to restored site. Oil and gas adds five, power four and networks five. The 125 stages each show today's work, the AI-native version and the checkpoint a person keeps, and 54 standard value streams cover the common processes.
The data model has 20 subject areas, 154 entities, 1,051 attributes and 306 relationships, each entity marked for sensitivity and for the data quality AI needs from it. Oil and gas entities include prospects, wells, wellbores, reservoirs, reserves estimates, pipeline segments, terminals, crude assays and refinery run plans; power entities include generating units, dispatch instructions, storage assets, supply offers and demand response events; network entities include feeders, substations, connection applications, supply interruptions, switching programs and water quality samples. The 70 agent specification starters list each agent's tool permissions, guardrails and escalation triggers. The 92 use cases are structured business cases linked to capabilities, streams, agents and data, and seven of them describe practices recorded as not to be deployed. The 61 controls connect the risk tiers to evidence.
One rule applies to every agent. No agent operates, starts, stops or isolates plant, wells, pipelines or network equipment or changes its setpoints; issues, extends or closes a permit to work, overrides a safety system or releases equipment to service; decides a shutdown, a curtailment, load-shedding or a supply interruption; commits a trade, a nomination or a bid outside the approved limits; changes a meter reading, a bill or a customer's supply outside the approved rules, or decides a disconnection; changes an emissions, spill or water quality record or decides what is reported about one; or decides an action about a worker or a contractor. Protection systems, automatic generation control, estimated reads, billing runs and trading limit checks still run in the systems configured to them, while agents check, flag and prepare, and a named person decides.

Where It Is Used
Sequencing the AI program. Group the 92 use cases by the data they need and the controls they share, then order them across the three waves. Projects that share an entity or a control, such as the asset register or permit to work records, are built together instead of separately.
Writing agent requirements. Hand an agent specification, such as the meter data validation agent or the switching program checking agent, to the delivery team as the starting requirement. Its permissions, guardrails and escalation paths become acceptance criteria that operations and governance sign off before the build starts.
Designing the integration and data layer. Use the entities, attributes and relationships as the logical model behind integrations between asset management, work management, control room, trading, meter data and billing systems. The sensitivity markings show where customer, household and worker data need tighter handling.
Standing up AI governance. Adopt the responsible AI principles, the 61 controls, the governance bodies and the RACI as the first version of the operating rules. The risk tiers tell the review board which agents and use cases come to it and which are approved at a lower level.
Process redesign with operations. Walk a stream such as a supply interruption to restored supply, or a well plan to a producing well, with its owners, stage by stage, comparing today with the AI-native version. The checkpoints they confirm become the design constraints for the technology.
Making the case to the board. Fill the leadership presentation template with the ranked capabilities, the first wave and the governance proposal, so the board reads the investment case in the business's own terms.
Who Works With It
CIOs and CTOs. Use the roadmap and the use case portfolio to set the order of AI investment and to show the executive team what each wave delivers.
Enterprise, solution, data and OT architects. Use the value streams, the data model and the agent specifications as the reference design for integrations, data products and agent builds in operational and enterprise systems.
Heads of control room, OT and network technology. Check the control room, switching, fault and restoration streams and agents against the systems they run, and confirm that agents stay on the monitoring and drafting side.
Trading, metering and customer technology leads. Check the trade, nomination, settlement, meter data and billing agents against the platforms they run, and adjust the oversight each needs.
Process safety, risk and AI governance leads. Adopt the controls and the RACI, and confirm that a person decides every permit to work, safety system override and action about a worker or contractor.
Program and delivery leads. Use the three-wave roadmap and the operating model to staff teams and plan releases across segments.
First Steps
From the download to an approved first wave, a technology team can work in this order:
- Read the Welcome document, then the implementation guide, which sets out the order in which the files are used.
- Use the workbook's Segment column to keep the shared items and the segments the company runs.
- Walk the value streams with process owners and note where your stages differ.
- Compare the data model with the systems of record you run and list the gaps in asset, work, trading, meter and customer data.
- Rate the use cases and agents yourself, and record the approver for each decision before choosing the first wave.
- Adapt the controls, the operating model and the leadership presentation, then take the plan to the executive team.
A Blank Slate, Consultants, or a Reference Model
A CIO who needs this architecture for an energy company or a utility can build it, buy the effort from consultants or start from a reference, and the difference shows in how long the AI work waits for the architecture.
- Building it from a blank slate. Internal architects elicit capabilities, map streams, model data and only then design agents and controls. Each layer waits on the last, and keeping them consistent through changes needs repeated review.
- Hiring consultants to build it. A firm delivers the layers from its own starting material. The fees cover a good deal of structure that every producer, generator and utility shares, and the consistency of the links depends on the firm's internal checks.
- Starting from this model. The team starts with the layers already linked and checked, removes the segments the company does not run, and spends workshops on ratings, oversight and approvers.
Tailoring to your sites, networks and markets, and running the change, still takes people who know the company. A linked starting point means that work begins in the first session.
The Free Sample
The free sample is 0.57% of the package. It follows a single thread through it: energy asset investment planning. These fields are from the Energy Asset Investment Planning (EG-1.1) AI profile:
- Where AI can help: Gather investment needs from condition assessments, failure history, integrity threats and demand forecasts into one list, each with its source and the risk if nothing is done
- The decision people keep: The Chief Financial Officer (enterprise) approves each capital investment after hearing the Head of Asset Management, prepared by the Head of Capital Projects; the Capital Plan Analysis Assistant ranks and drafts and never records a decision
- Kind of work: Analysis & insight, Judgment-based decision, Content generation
- Target mode: Augment
- Oversight: Human-in-the-loop
- Scores for AI fit, value, feasibility and data readiness: 4, 4, 3 and 2 (scale 1–5)
- Risk: Moderate
- Roadmap: Wave 1

Questions Before You Buy
Which edition do I need?
The AI-Ready Capability Model is enough if you need the capability map, an AI profile for every L2 capability, prioritization, the heatmap and the readiness assessment. The AI Transformation Blueprint holds all of that and adds value streams redesigned for AI, the business data model, agent specifications, use cases, responsible AI principles and controls, the operating model and the roadmap, a leadership presentation template, and bonus files on roles, operating model archetypes and transformation.
Can we use the content in our own AI tools?
Yes, for internal use. Under the Enterprise license you can put the content into your internal tools, your own assistants and agents among them. Neither the Enterprise nor the Consultancy license lets you use it to train, fine-tune or prompt AI systems for third parties.
Are AI laws and regulations covered?
No, on purpose. The package is business architecture: it sets out what an energy company or a utility does and where AI fits, as capabilities, value streams, data and an AI layer, and that structure holds whichever laws apply where you operate. The risk tiers, principles and controls are durable practices, and your compliance team maps them to your own jurisdictions.
What changes after 180 days?
Free new versions end; the license does not. You can use the files with no end date, and corrections stay free for as long as you do. Any new version released in the first 180 days after purchase is free, and we email you a link to download it. Later versions are offered to you at 25% off their price, with nothing to renew.
Can I start with the Capability Model and upgrade?
Yes. Upgrade within 90 days and everything you paid for the Capability Model is credited toward the Blueprint. Send your order number to support@ciopages.com and we reply with a one-time checkout code.
Why not have ChatGPT or another AI assistant write this?
Ask a chat assistant for energy value streams or utility AI use cases and it will answer, which is fine for a first look. A technology plan needs layers that agree with each other. In this toolkit every link between capabilities, stages, entities, agents, use cases and controls is checked before release, IDs stay fixed, each agent and use case has a risk tier, and segment items are tagged for filtering. A generated answer shifts with the prompt and none of those links is checked, which shows as soon as operations, process safety, trading and governance leaders review the plan.
| Asking a chat assistant | In this package | |
|---|---|---|
| Structure and IDs | A list that sounds right and differs on every run | Stable IDs on 9 L1, 44 L2 and 176 L3 capabilities, each defined down to L3 |
| Links between parts | Nobody checks them | Links between capabilities, value stream stages, data entities, agents, use cases and controls are all checked before each release |
| AI placement | Ideas you check on your own | Each L2 capability profiled for AI mode, human oversight, opportunities, what stays human, data, KPIs, prerequisites and risks |
| Risk | General warnings | Risk tiers on each capability, agent and use case, 61 controls and responsible AI principles, and a named person for every decision about a person |
| Agents | Agent ideas, with the permissions and guardrails left to you | Starter specifications for 70 AI agents, with tool permissions, guardrails and escalation paths |
