Orchestration Is the New Core: Managing AI Workflows and Agents

In the early days of enterprise AI deployment, most use cases followed a simple pattern: user submits a query, system sends query to a model, model returns a response, system displays response. The orchestration requirements for this pattern are minimal—a few lines of API code.

This pattern is increasingly rare in mature enterprise AI. The use cases that deliver the most business value typically involve multi-step workflows: retrieving relevant context, calling tools, processing intermediate results, routing to specialized models, validating outputs, and integrating results into downstream systems. The complexity that makes these workflows valuable also makes orchestration the most architecturally significant layer in the system.

This article explains what AI orchestration is, how it scales with system complexity, the frameworks available to support it, and what enterprise architecture decisions must be made to build orchestration that is robust, maintainable, and governable.


What Orchestration Actually Manages

Orchestration in enterprise AI systems manages five distinct concerns:

Context assembly: Before a model can generate a useful output, it needs context. Context assembly involves retrieving relevant documents, querying databases, formatting system state information, and constructing the prompt or context window that the model will receive. As workflows become more complex, context assembly logic becomes a significant architectural component in its own right.

Workflow sequencing: Multi-step AI workflows require explicit sequence management. Step A produces an intermediate result that Step B uses. Step C is conditional on the output of Step B. Step D must wait for both Steps C and E to complete before running. This is workflow logic—familiar from process automation—but applied to AI-generated outputs rather than deterministic computations.

Tool use management: Modern foundation models can call external tools—search APIs, database queries, code execution environments, calendar functions, email APIs. Orchestration manages the tool call lifecycle: deciding when to use a tool, calling it, handling the result, managing errors if the tool fails, and incorporating tool results into subsequent model interactions.

Context persistence: Many enterprise AI use cases require maintaining state across multiple interactions—a customer support conversation, a multi-step research task, a long-running analytical workflow. Orchestration manages how context accumulates and is selectively summarized or truncated to fit within context window limits.

Agent coordination: In agentic systems, multiple AI agents work in parallel or sequence, each handling different subtasks. Orchestration assigns work to agents, manages inter-agent communication, handles agent failures, and synthesizes results.


The Orchestration Complexity Spectrum

Not all enterprise AI use cases require the same orchestration complexity. Understanding where a use case sits on the complexity spectrum is important for architecture and tooling decisions.

Most enterprise AI deployments are at Level 2–3 today. Level 4 is increasingly common, particularly as function calling becomes standard across foundation models. Level 5 is rapidly emerging but remains complex and less mature in production deployments.


The Orchestration Framework Landscape

The proliferation of AI orchestration frameworks reflects the genuine complexity of the problem. The leading options for enterprise deployments:

LangChain: The most widely adopted orchestration framework, with broad community support, extensive integration ecosystem, and support for Python and JavaScript. LangChain provides primitives for chains (sequential processing), agents (model-driven tool use), and memory (context persistence). Its breadth is also a liability—the API has evolved rapidly, introducing breaking changes, and the documentation quality varies across components.

LlamaIndex: Optimized specifically for RAG and document retrieval workflows. LlamaIndex excels at document ingestion, chunking, indexing, and retrieval—the data layer concerns that many enterprise AI systems are built around. Less suited to complex multi-agent orchestration than LangChain.

Microsoft Semantic Kernel: Enterprise-grade orchestration framework with strong Azure integration, good support for C# and Python, and a plugin architecture designed for enterprise governance. Semantic Kernel's model of AI capabilities as "plugins" that can be combined and governed fits well with enterprise architecture patterns. Best fit for organizations with Azure-centric stacks.

LangGraph: A graph-based workflow definition library that represents AI workflows as directed graphs with nodes (processing steps) and edges (transitions). LangGraph is particularly well-suited to complex, stateful workflows where control flow is not strictly linear. Adds complexity relative to simple chain-based frameworks but provides significantly more control for complex use cases.

AutoGen (Microsoft Research): Purpose-built for multi-agent coordination, AutoGen provides primitives for defining AI agent roles, managing inter-agent communication, and coordinating complex multi-agent tasks. Less suitable for simple use cases but a strong choice for organizations building agentic systems.

Designing for Production-Grade Orchestration

Orchestration logic that works in development often fails in production due to conditions that development environments don't replicate. Production-grade orchestration requires explicit design for several concerns:

Error handling and recovery: AI workflows can fail at multiple points—model API failures, tool call errors, timeout conditions, unexpected model outputs. Production orchestration must handle each failure mode explicitly: retry with backoff, fall back to a simpler path, route to human review, or gracefully terminate with a useful error message. Workflows that propagate unhandled exceptions to users are not production-ready.

Latency management: Multi-step AI workflows accumulate latency across each step. A four-step workflow with 500ms latency per step has 2+ seconds of total latency before user feedback. Strategies for managing latency include: parallelizing independent steps, caching frequent sub-workflows, using faster/cheaper models for steps where lower capability is acceptable, and providing intermediate feedback to users while longer steps complete.

Cost management: Orchestration workflows that use large context windows or many model calls can generate significant token costs. Production orchestration should include cost monitoring per workflow, budgets that trigger alerts or fallback behavior when exceeded, and optimization logic that uses cheaper models for appropriate sub-tasks.

Stateful workflow management: Long-running AI workflows that span multiple user interactions require state persistence. The orchestration layer must manage what state is stored, where it is stored, how it is retrieved when a workflow resumes, and how it is handled when a workflow times out or is abandoned.


Governance Considerations in Orchestration Design

The orchestration layer is where several governance requirements must be addressed:

Audit logging: Every significant step in an orchestration workflow—context retrieved, model called with what prompt, tool called with what parameters, output returned—should be logged. This audit trail is the foundation for explaining AI outputs and for diagnosing problems when they occur.

Input/output filtering: Orchestration can implement guardrails on model inputs and outputs: filtering out content that violates policy, detecting potential prompt injection attacks, validating outputs against expected formats before passing them to downstream steps. These filters belong in the orchestration layer, not embedded in individual model calls.

Human review routing: Orchestration logic can implement confidence-based routing: when a model output falls below a confidence threshold, route to human review rather than passing the output downstream. This is a governance mechanism that must be designed into the orchestration architecture.

Rate limiting and access control: Orchestration can implement per-user, per-team, or per-use-case rate limits that align with cost budgets and fair use policies. Access control for which users can trigger which workflows should also be managed at the orchestration layer.

The Rise of Agentic Systems: From Assistants to Autonomous Execution

The AI systems that most organizations have deployed so far are primarily responsive—they answer questions, generate content, summarize documents, and provide recommendations when asked. The human initiates every interaction, the AI responds, and the human decides what to do with the response.

Agentic AI systems operate differently. Given a goal, an agent plans the steps required to achieve it, uses tools to gather information and take actions, evaluates intermediate results, adjusts its approach, and pursues the goal across multiple steps with minimal human direction at each step.

This is a fundamental shift—not just in AI capability, but in the organizational and governance implications of AI. When AI transitions from responder to actor, the stakes of getting the design and governance right increase substantially.


What Makes a System "Agentic"

The term "agentic" is used loosely in vendor marketing, applied to systems ranging from slightly-more-capable chatbots to fully autonomous multi-agent workflows. A working definition for enterprise purposes:

An AI agent is a system that pursues a goal over multiple steps, using tools to take actions, making decisions about how to proceed based on intermediate results, and operating with meaningful autonomy—i.e., without requiring explicit human instruction at each step.

Four properties distinguish agents from assistants:

Goal-directedness: Agents are given an objective rather than a single question. "Research the competitive landscape for our new product category and produce a structured brief" is an agent task. "Summarize this document" is an assistant task.

Multi-step planning: Agents break goals into sub-tasks and execute them in sequence or parallel. They can revise their plan based on what they discover along the way.

Tool use: Agents call external tools—web search, database queries, code execution, API calls, email—to accomplish tasks. This is what makes agents capable of taking real-world actions, not just generating text.

Autonomy: Agents decide what to do next without human instruction at each step. The human sets the goal and may set constraints; the agent decides the path.


The Agentic Capability Spectrum

Agentic capability in enterprise deployments exists on a spectrum, and understanding where a given system sits helps set appropriate governance expectations:

Level 1 — Structured Multi-Step AI: The system executes a predetermined sequence of AI calls, with branching based on AI-determined conditions. The workflow is defined by humans; the AI determines which branch to take. Limited autonomy—the agent cannot go outside the defined workflow.

Level 2 — Tool-Using Assistant: The AI model can call tools from a defined toolkit to answer user requests. The user initiates each interaction; the AI determines which tools to use and how to interpret the results. Autonomy is bounded by the interaction scope.

Level 3 — Goal-Directed Agent: Given a goal, the agent plans its approach, executes a sequence of tool calls, evaluates results, and adjusts until the goal is achieved or it determines the goal cannot be achieved. Meaningful autonomy within the scope of the assigned goal.

Level 4 — Multi-Agent System: Multiple agents coordinate on complex tasks, with an orchestrator agent assigning sub-tasks, specialist agents executing them, and a synthesis mechanism integrating results. High autonomy; governance challenges scale significantly.

Level 5 — Autonomous Operational Agent: AI agents that continuously monitor conditions, initiate tasks based on triggers, and execute multi-step workflows without human initiation. Significant governance challenges; appropriate only for well-understood, reversible-error use cases with robust monitoring.

Most enterprise organizations in 2025 are deploying or evaluating Level 2–3 systems. Level 4 is emerging in specific high-maturity organizations. Level 5 exists in limited operational contexts (IT monitoring and remediation, some financial operations) but requires exceptional governance investment.


Enterprise Use Cases Taking Shape

Several enterprise agentic use cases are maturing in 2025, moving from experimental to early production:

Salesforce Agentforce and CRM automation: Salesforce has made significant investments in agentic capabilities within its CRM ecosystem—agents that can research a prospect, draft outreach, schedule follow-ups, update opportunity records, and coordinate with other CRM workflows. This represents Level 3 agentic capability within a constrained, well-governed domain.

IT operations agents: AI agents that monitor infrastructure metrics, diagnose anomalies, execute predefined remediation playbooks, and escalate when remediation is outside their scope. Companies like PagerDuty, Dynatrace, and ServiceNow have embedded agentic capabilities into their platforms. AIOps Explained covers this use case in depth.

Research and synthesis agents: AI agents that take a research brief, identify relevant sources, retrieve and synthesize content, identify gaps, and produce structured outputs. This use case avoids the irreversible-action risk because the agent's actions (web searches, document retrievals) are non-destructive.

Code review and development agents: GitHub Copilot Workspace, Anthropic's Claude Code, and similar tools represent agentic capability applied to software development—agents that can read a codebase, understand a task, write code, run tests, and iterate based on test results. The scope is bounded by the code repository, and outputs require human review before deployment.

Procurement and supply chain agents: AI agents that monitor supply chain conditions, identify disruptions, evaluate alternative supplier options, generate purchase orders (with human approval required), and coordinate logistics. Financial services regulations typically require human-in-the-loop approval before agents execute financial commitments.


The Governance Challenge of Agentic Systems

Agentic AI introduces governance challenges that fundamentally differ from assistant AI governance. The core issue: agents act, and actions have consequences that accumulate.

An AI agent that takes a wrong action—sends a communication to the wrong recipient, modifies a database record incorrectly, initiates a transaction under incorrect assumptions—may create consequences that are difficult or impossible to reverse before they propagate. :::

The governance framework for agentic systems must address several concerns that assistant AI governance does not:

Permission scoping: What is the minimum set of tool permissions an agent needs to accomplish its task? Principle of least privilege applies—agents should not have write access to systems they only need to read, should not have access to data outside their task scope, and should not be able to initiate irreversible actions without explicit authorization design.

Human-in-the-loop design: Where in the agentic workflow should humans review and approve before execution continues? This is a design decision, not just a governance preference. High-consequence actions (financial commitments, customer communications, data deletions) should require human approval; low-consequence actions (reading documents, running calculations) can typically proceed without review.

Error detection and recovery: How will the system detect when an agent is pursuing the wrong path or has made an error? What is the recovery mechanism? Agentic systems need watchdog mechanisms that can interrupt execution when anomalies are detected.

Audit trail requirements: The audit trail for an agentic workflow must capture every action taken, not just the final output. This is significantly more complex than auditing assistant AI outputs—it requires logging tool calls, intermediate results, decision points, and reasoning steps throughout the execution.

Adversarial input protection: Prompt injection—embedding malicious instructions in data that the agent will process—is a specific risk for tool-using agents. An agent that reads external documents, web pages, or emails as part of its workflow may encounter content designed to manipulate its behavior. Input validation and sandboxing are important mitigations.


A Governance Framework for Agentic Deployment

Before deploying any Level 3+ agentic system in production, the following framework provides a minimum governance baseline:

  • Recovery mechanism: Defined process for interrupting agent execution and recovering from error states
  • Adversarial input protection: Input validation in place for data the agent retrieves from external sources
  • Blast radius assessment: Worst-case consequence of agent malfunction has been assessed and is acceptable
  • User communication: Users who interact with agentic workflows understand they are interacting with an autonomous system :::

The Road Ahead: What CIOs Should Watch

Agentic AI is evolving rapidly. Several developments in 2025 are worth tracking:

Standardization of agent protocols: Anthropic's Model Context Protocol (MCP) and emerging standards for agent-to-agent communication are beginning to address the interoperability challenge in multi-agent systems. Organizations building agentic architectures should monitor and preferentially adopt emerging standards to avoid proprietary agent infrastructure lock-in.
