Finance and Accounting Business Capability Model: AI-Ready Edition

Where AI fits in finance and accounting: 58 L2 capabilities, each with an AI mode, oversight level and risk tier, ranked on your weights.

What this capability model is for

A capability model lists what a business does, separate from who does it and which systems support it. Because it changes less often than the org chart or the application estate, it gives strategy, architecture and finance one map to plan against.

Teams use it to scope a transformation, to check which capabilities each application supports and where two overlap, to assign costs and owners, and to plan the integration after a merger.

About This Capability Model

This finance business capability model lets a CIO and a CFO agree, on one map, where AI may act in finance and where an accountable person signs. It describes finance and accounting in 11 L1 areas, 58 L2 and 174 L3 capabilities, with definitions to L3 and 222 KPIs at L2. Each of the 58 L2 capabilities has an AI profile with its target AI mode, oversight, data needs and risk tier. A prioritization model ranks them on weights you set, and a 40-question readiness assessment tests whether the data and controls are in place.

About the Finance and Accounting Business Capability Model

Finance is set out by the outcomes it delivers: planning and analysis, accounting and the close, payables and receivables, treasury, tax, cost management, controls and reporting. The 11 L1 areas break into 58 L2 and 174 L3 capabilities, each with a stable ID and a definition. None of them is named after a ledger module or a team, so the model still holds after an ERP migration or a move to shared services.

Each L2 capability carries an AI profile, and each L3 carries four ratings: work pattern, target AI mode, AI fit and risk tier. The ratings separate rules-based work, such as matching and reconciliation, from judgment that stays with a named person. The prioritization model combines them into a risk-adjusted score and a rank for each L2 capability, using weights your team controls, and the 222 KPIs at L2 give each capability a measure to track.

The financial close (FA-2.7), from the public sample, is rated Agentic with a human in the loop, High risk, in Wave 3. AI may build the close calendar from the prior period, known events and task dependencies, and re-plan it when a task slips. The controller signs off the close, and AI never signs off or releases results.

Why It Matters

Finance AI tends to arrive inside products the CIO already pays for. The ERP adds a reconciliation agent, the planning tool adds forecast generation, the payables product adds invoice capture, and each feature is switched on by the team that owns the product. Nobody has decided centrally which of those features may post an entry, approve a payment or change a forecast, and the technology organization carries the risk of the answer.

The model gives the CIO and the CFO a shared position to apply to every feature. A feature is placed on the capabilities it changes, and the profile states the AI mode, the oversight and the risk tier for each. Features on capabilities rated for automation can go ahead; features on capabilities where a person signs go through review first. The same test then applies to the next release of every product.

What You Get

The finance model, its AI layer and its working files are in the package:

The structure

  • The finance capability model: 11 L1, 58 L2 and 174 L3 capabilities, a definition for each one down to L3, and 222 KPIs at the L2 level

The AI layer

  • An AI profile on each L2 capability, setting out opportunities, what stays human, agents, data, KPIs, AI measures, prerequisites, risks and workforce impact
  • Each L3 capability rated for work pattern, target AI mode, AI fit and risk tier
  • A prioritization model that scores and ranks each L2 capability, adjusted for risk, from ratings and weights you set
  • A heatmap of where AI fits across the model
  • An AI readiness assessment of 40 weighted questions

The files

  • A Welcome document to start from, then the capability map deck, standalone capability definitions and KPIs documents, the Excel workbook, the user guide
  • Bonus files in the same download: a finance glossary, A Practical Guide to Business Architecture, a capability modeling overview, an AI-ready capability profile template and capability relationship mapping templates
  • Corrections at no charge, and any new version released in your first 180 days

Each file carries your organization's name and your license ID. The ratings are set for a typical large enterprise, as a first draft you adjust to your own.

Who Works With It

CIOs and CTOs. Agree with the CFO which finance capabilities AI may act on, and use the risk tiers to decide which product features are switched on.

Finance systems and ERP leads. Map ERP modules and the close, planning, treasury and tax applications to L3 capabilities, and check each AI feature against the target AI mode.

Enterprise architects. Use the capability IDs to connect finance applications, integrations and data, and to keep the architecture stable through a migration.

Controllers and internal control leads. Review the capabilities rated High risk and confirm where a person approves, posts or signs.

Finance transformation leads. Order the program from the ranked capabilities and the readiness results, and report progress against the KPIs at L2.

Where It Is Used

Deciding which embedded AI features to switch on. List the AI features in the finance products you license and place each one on the capabilities it changes. The target AI mode and risk tier give a default answer for each feature, and the exceptions go to the CFO and the controller.

Planning an ERP migration around capabilities. Use the capabilities as the scope of the migration instead of the old system's module list. Capabilities rated for automation can be designed for AI in the new system from the start rather than retrofitted.

Separating preparer and approver for AI. Use the oversight levels to set where AI may prepare work, such as a reconciliation or a draft variance explanation, and where a person approves it. The rule applies to agents in the same way it applies to staff.

Answering the audit committee on AI. List the finance capabilities where AI is in use or planned, with the risk tier and oversight for each. The audit committee gets a description by capability, which still holds when a product changes.

Testing data readiness before automation. Score the readiness assessment and read the prerequisites in each profile before funding a close or forecasting project. Master data and access gaps go into the plan ahead of the AI work.

Comparing finance AI requests on one score. Run the prioritization model with weights the CIO and the CFO agree on. A cash application request and a forecasting request are then compared on value, feasibility, data readiness and risk at once.

First Steps

A finance technology team can reach a first ranked list in this order:

  1. Read the Welcome document and the user guide to see how the workbook, the profiles and the decks fit together.
  2. Map your finance applications and their AI features to the L3 capabilities.
  3. Review the High-risk capabilities with the controller and confirm where a person signs.
  4. Replace the default ratings and weights where your data or policies differ, and run the prioritization model.
  5. Score the readiness assessment and choose the first capabilities from the heatmap.

A Blank Slate, Consultants, or a Reference Model

A finance capability model with AI ratings can be drafted internally, bought from an adviser or adapted from this one. The choice sets how soon the CIO has a basis for the first feature decisions.

  • Building it from a blank slate. Finance architects work through planning, accounting, treasury, tax and reporting one area at a time and reconcile how each describes the same work. The AI ratings and the scoring model become a later project, and controllers review drafts while they run the close.
  • Hiring consultants to build it. An adviser arrives with a template and a method. Much of the engagement goes into structure every finance function shares, and the ratings reflect the adviser's view of risk, which the controller still has to test.
  • Starting from this model. The team opens a defined, rated model and spends its sessions on what differs: the capabilities your policies rate higher, the products already in use, and the weights for the ranking.

Tailoring the ratings to your data and controls, and deciding what the ranking means for the program, still take people who know your finance organization. That work can begin in the first session.

The Free Sample

The free sample is 0.64% of the package. It follows a single thread through it: financial close. These fields are from the Financial Close (FA-2.7) AI profile:

  • Where AI can help: Build the close calendar from the prior period, known events and task dependencies, and re-plan it when a task slips
  • The decision people keep: The controller signs off the close; AI never signs off the close or releases results
  • Kind of work: Coordination & orchestration, Rules-based decision, Analysis & insight
  • Target mode: Agentic
  • Oversight: Human-in-the-loop
  • Scores for AI fit, value, feasibility and data readiness: 4, 5, 3 and 3 (scale 1–5)
  • Risk: High
  • Roadmap: Wave 3

Questions Before You Buy

Which edition do I need?

The AI-Ready Capability Model is enough if you need the capability map, an AI profile for every L2 capability, prioritization, the heatmap and the readiness assessment. The AI Transformation Blueprint holds all of that and adds value streams redesigned for AI, the business data model, agent specifications, use cases, responsible AI principles and controls, the operating model and the roadmap, a leadership presentation template, and bonus files on roles, operating model archetypes and transformation.

Can we use the content in our own AI tools?

Yes, for internal use. Under the Enterprise license you can put the content into your internal tools, your own assistants and agents among them. Neither the Enterprise nor the Consultancy license lets you use it to train, fine-tune or prompt AI systems for third parties.

Are AI laws and regulations covered?

No, on purpose. The package is business architecture: it sets out what finance does and where AI fits, as capabilities, value streams, data and an AI layer, and that structure holds whichever laws apply where you operate. The risk tiers, principles and controls are durable practices, and your compliance team maps them to your own jurisdictions.

What changes after 180 days?

Free new versions end; the license does not. You can use the files with no end date, and corrections stay free for as long as you do. Any new version released in the first 180 days after purchase is free, and we email you a link to download it. Later versions are offered to you at 25% off their price, with nothing to renew.

Can I start with the Capability Model and upgrade?

Yes. Upgrade within 90 days and everything you paid for the Capability Model is credited toward the Blueprint. Send your order number to support@ciopages.com and we reply with a one-time checkout code.

Why not have ChatGPT or another AI assistant write this?

A chat assistant can produce a list of finance capabilities and suggest where AI might help, which is useful for orientation. A CFO, a controller or an audit committee needs something fixed to approve. This model has stable IDs across 11 L1, 58 L2 and 174 L3 capabilities, cross-references checked before release, an AI profile and a risk tier for every L2 capability, a statement of what stays with people, and a scoring model on your own weights. A generated list differs from one request to the next and has none of those checks.
